Is Crystal Reports for Visual Studio free for redistribution with the free Visual Studio Isolated Shell or only for use with licensed copies of Visual Studio? I've been given an application to assess that was built by a developer with a licensed copy of Visual Studio. His compiled application requires the free Visual Studio Isolated Shell & Crystal Reports for Visual Studio. He maintains that since he had a licensed copy of Visual Studio that Crystal Reports is free to redistribute with his software. How can a get a definitive ruling?
It sounds like it's a third party application, if that's the case then in short for each user of his application a copy of Crystal Reports Designer is required also, you don't have to install CRD just have a copy per user.

If he is an employee of yours then it's free to use internally and not as a public facing application.

The wiki that you provided the link to has a link to "Crystal Reports for Visual Studio Licensing" which points to http://www.sap.com/documents/2015/07/368edae4-597c-0010-82c7-eda71af511fa.html.
Licensing basics are, I believe, that software created with the SDK are free to use within the company where you're employed. If you're providing software outside of your company, they need to have a copy of the full version of Crystal. There may be some nuances I'm not capturing here, so I would go to that link and read what it has to say.
