Unable to add "Enterprise Recipient" to a publication with User Group: Full Control

My Business Objects users with Full Control access to a folder are unable to add "Enterprise Recipient" to a publication. The following message pops up when they try to add a recipient "Failed. Check the logs or contact your SAP BusinessObjects Administrator" screenshot of the error attached.

Full Control group users are otherwise able to create publications without adding any enterprise recipients. All schedule and publication rights under the user group: Full Control seems to be in place too. The software version being used is 4.2 SP4 Patch 3.

Can anyone please help me with this issue or point me in the right direction.
