Is there a maximum number of users for SuccessFactors Welcome Emails?

I'm getting an error where, when I send welcome emails with password reset to user groups, some users are not getting emails generated. The system message is that these users may have invalid emails, although the emails in the system are clearly valid. Is there a max number of these emails that can be sent at one time?
