As I explained in my blog
https://blogs.sap.com/2018/06/27/public-access-to-crystal-reports-related-knowledge-base-articles/
only SAP KBAs related to Crystal Reports are open for Users without maintanence contract (Public).
The SAP Note above is for all SAP BusinessObjects Business Intelligence family Products including Crystal Reports.
It is the reason why you do not see the content.
But I can share the details of the defect : "A wrong test in the CORBA layer raises an exception that is not correctly handled."
As the result Crystal Reports 2016 SP 08 Patch 400 may cause BI Server failure if connected. That is why it was removed.
Is there particular fix you expected to get in SP 08 Patch 400 ?
There's a chance that the file is further down in the list. I usually click on the "File Title" column header and sort descending so that the most recent is at the top. Does that help you find it?
