Cancel Release PR Restriction

Good Morning,

The standard behavior of canceling the release of the PR, not depending on the last one released the PR, anyone in the release strategy can cancel the PR. My question is, is it applicable to make the cancelation of the release based on the hierarchy on the release strategy, Example, the requester can not cancel the release until the manager cancel the release.

Is there any badi or user exit if the solution is certain enhancement?
