Avoid/Control the usage of certain NC at an operation

Hello Experts,

How we can avoid/control the usage of certain NC at an operation?

Meaning – Failure code is logged, and Operator is supposed to log Diagnosis code against the failure code just logged but he/she should not be allowed to log another (new) Failure code but this Failure code is assigned and available to be logged for another special case later during the rework scenario at that operation.
