Scheduling Report based on data output

Hi

I have a report with the following example data

Date Time Flag

11/09/2020 15:01:55 Failed
11/09/2020 15:14:44 Failed
11/09/2020 15:14:45 Failed
11/09/2020 15:15:02 Failed
11/09/2020 15:15:50 Failed
11/09/2020 1 5:42:30 Failed

* There are 3 columns (Date, Time and Flag)

The report runs every 15 minutes from 9 am to 5 pm daily. The client only wants the report scheduling if there is 3 failures in any 1 hour period. So from 9 am to 15:01 the report would not have run, however after 3 pm there are plenty in any 60 minute period so the report needs to schedule. After 15:42 there are no more but because there has been 3 in an hour period before it still needs to keep scheduling till 5 pm

Really not sure how to go about his. Any help would be appreciated
