Dynamic Modification Rule disabled for Inspection Plan usage 3

Hi experts,

Can someone please explain why the DMR assignment option in inspection plan header is disabled when we set the inspection usage 3 (universal)? We are working with a material with inspection type 89 assigned to it and we are creating a manual inspection lot. However, when we are about to assign the task list to it, by default usage appears as 3 at the time of creation of manual inspection lot. Also, the inspection plan assigned to that material has usage 5 by default. So the workaround for us is that we need to manually change the usage from 3 to 5 in QA01 when creating a manual inspection lot. Thus, can someone clarify why DMR is disabled when we create/update inspection plan with usage 3 (universal)?
