SAP Knowledge Base Articles Nr. 2246124 and Nr. 1649907 provide information as to the purpose of this unit of measure. Essentially it is used as a Full Time Equivalent to represent the amount of hours typically worked in a day, as a workaround for the fact that in Project Management a full calendar day converts to 24 hours (as opposed to e.g. 8 hours).
