MII 15.2 Install failing in SUM

I have installed NW 7.5 and when trying to install MII 15.2 via SUM, all of the components fail with the message:

Previous version of component not present in the source system.

This is a brand new installation and not an upgrade, but I can't find anything that might help me get past this error.
