Error - Registration failed Desktop Agent

The issue with the desktop Agent - Registration failed - the factory cloud could not register the user--

I have reviewed the roles assigned to my users which are correct from my point of view (RPA agent user and officer assigned), create the environment in the could, remove the document from folder "C:\ProgramData\SAP\Intelligent RPA" and re-created. nothing has worked.

Please help!
