Block duplication of RFQ for same supplier

Hi,

As client requirement, we are searching for a message where we can block creation of other RFQ for same supplier with same PR item.

Exemple:

PR 24000001 item10 -> RFQ 5000001 with supplier xxxxx

PR 24000001 item10 -> block RFQ for same supplier xxxxx

The requirement is to block user mistake before going to price comparaison.
