Does anyone know if there are migration tools to go from EP6 SP2 to NW04s?

No, there aren't, and I don't believe any are planned. You will need to migrate to EP6 on Web AS 6.40, then upgrade to the equivalent SP of NW 2004s.
See SAP Note # 866472 - Equivalent SP Levels for NW04 and NW04s Java components to determine which 6.40 SP level will upgrade to which NW04s SP level.
And you should definitely verify whether your other SAP components will work with whichever SP level of NW04s you upgrade to. I believe, for example, at the present mySAP ERP 2005 will only work with non-SR1 versions of NW04s, and mySAP ERP 2005 SR1 is required if you have NW04s SR1.

There is not migration tool unlike EP 5.0 to EP 6.0 SP2 or EP 5.0 to NW2004s (http://service.sap.com/osdbmigration)
From experience from a recent project, we ran parallel servers on both versions, and did manual transports of content packages. Although it works for the most part, we had to recreate some stuff on nw2004s, which was primarily configuration (i.e. UWL settings, system connections, etc.)
