error M7036 when performing good issue in MIGO for scheduling agreement (SAP HANA)

We are in the process of migrating from SAP ECC to SAP Hana and cannot get past the M7036 stop message. When running a good problem through this process: we create a planning agreement through ME31L we create / maintain a schelduling agreement via ME38 We run MIGO and receive the error message M7036 (see attachment)

When checking EKES, the first leading record seems to be missing. If, on the other hand, we execute VL31N the goods handling is created, the EKES table is valued. Then you can use the MIGO without errors.

How can we overcome this problem without the VL31N first?
