Resource creation s4 hanna Exception condition API_ERROR triggered

Facing :

Exception condition "API_ERROR" triggered

when am trying to create a resource - in S4 hanna - on selection of the "advanced planning" option.

*also unable to see the Apo resource button on top while creating the workcenter,

could you please suggest.
