Visual Studio 2019 Developer Edition SP27

After installing SP27, and runtime 64bit, I get this error when I run existing and a report created after the update with the following error

System.IO.FileNotFoundException: 'Could not load file or assembly
'CrystalDecisions.ReportAppServer.DataSetConversion, Version=13.0.3500.0,
Culture=neutral, PublicKeyToken=692fbea5521e1304' or one of its dependencies.
The system cannot find the file specified.'
