Crystalreportviewer 13.0.28.3597 Not install PrintControl.cab to IE 11 WIN10 19.03

Good afternoon, I can't install the Activex control in question from an Asp.net app developed with Crystal Report Viewer SP28 (13.0.28.3597). When you push the installation button, the following message is displayed on the screen,

after confirming the installation choice of the cab file the program remains blocked with the following screen

I am using Internet Explorer 32-bit version I have inserted the website in the list of trusted and enabled all the options of execution activex. I also tried to run the manual installation options as described in this URL, but I get the following error message when installing the INF file :

    PrintControl.cab installs an ActiveX print control. Because there are security issues with ActiveX, you have to make sure of the following in order to install:

    1. You are logged in to the computer with Administrator privileges so that the appropriate registry settings can be written. This is especially true with newer versions of Windows.

    2. ActiveX is enabled in your browser settings. For many companies, this is controlled by IT and cannot be updated by individual users.
