Is there anybody who has the issue with Print to PDF after Win 10 2004 upgrade from web ?

Seems to be Microsoft issue original KB4557957, resolved by KB4567523.

Just found if open pdf file within MS IE then (Acrobat Reader plug in) print button also does not work (do not know why but maybe it is reason why also CR print does not work).
Also there is different MS IE version in Win 10 2004 if I compare with Win10 1903.

It works in Win10 1903, stopped to work in Win10 2004 (client).
Adobe Acrobat Reader is the same version so what is the reason ?

Correct. Crystal requires Adobe Reader to export to PDF.
It also is a ActiveX component which all but IE do not support so Firefox, Chrome etc. will also bring up the export dialog box.
Nothing we can do about that.

MS IE - if I disable Adobe Acrobat add on then there is export to PDF, if I enable add on there is no dialog window, just submit current page.

Ah, so I think you are saying you are not getting the Printer Dialog box now and it's just popping up the export to PDF dialog box, correct?
The reason for that is CR can't find the Adobe Reader or the Browsers have been set to use their internal PDF formatting component.
Change your Browser setting to not use their PDF driver and default to Adobe Reader.
Also, make sure when you installed the CR runtime you selected "Run as Administrator" so all of the permissions are set properly.

Would help if you explained what issues you are having?
What PDF print driver are you using?
What's the error you are getting?
Does anything else work printing to PDF using .NET SDK? ( Take CR out of the picture and test )
Have you run Fiddler to see what is happening?

I have also tried last SP28 (CR 2016) and it does not work as well.
