Normally sales tax rate (e.g. MWSI) cannot be edited in sales order. Is it just to avoid user manual work/error? Any other impact if it can be edited?
The reason why i ask is sales tax rate for some customers buying some products differs from that for most customers. Defining new table for tax condition type can meet the business requirement. However, i wonder if it's ok to allow tax rate to be edited in sales order.
Have you discussed your idea with the FI consultant?
When you have different tax rates, you are usually expected to use different tax codes, and (at least in my country) when you use a specific tax code this goes to certain columns in the official reports that you submit to the authorities. How do you plan to determine the correct tax code in the sales documents if you do not make use of condition technique?
From your explanations I do not see a good justification not to use the standard approach (customizing and maintenance of the corresponding master data) and determine the correct rate and tax code based on conditions.
Even if it could be possible to maintain manually tax rates in the sales documents - why would anyone prefer the manual approach (which is more prone to mistakes) to reducing the effort for end users? And what about orders that are not created in the foreground (e.g. EDI)?
I would strongly recommend that you talk with the Finance team. I am not an accountant, but to me manual entry of tax rates in sales documents does not seem a good approach.

Obviously there will be a different tax for different customers and you have not shared what combination tax condition record is maintained currently. Normally, it will be tax classification with HSN code in which case, you can very well maintain the required combination in VK11 and depending upon the requirement, the user can change the tax classification so that system would fetch the required tax percent; instead of allowing the tax value itself which is not recommended.
