Find empty bin in rearrangement

Hello, I want to move fast moving stock to slow moving storage bin, and slow moving stock to fast moving storage bin as well. I want to achieve this scenario by rearrangement. While running rearrangement, if all the existing storage bins are occupied with either fast moving stock or slow moving stock, how can I find the destination bin to move the stock?

I'm assuming, firstly I need to pick some stock from the storage bin because some of storage bin should be empty, as this is prerequisite. Subsequently, I run the rearrangement, then it should be able to find the empty bin to be moved from the existing stock.

Otherwise, in the rearrangement process, if the system can find the storage bin that is going to be empty, it would be better that the prerequisite is not required. Is it feasible with standard rearrangement? It is really appreciated if any advice. Thanks,

any update or idea regarding this topic?
I have the same question if there must be empty bins to execute rearangement with /SCWM/REAR or not. E.g. is it possible to execute like a pairwise slotting without having empty bins?
