PI Document and New TO creation

Hi WM Experts,

How to handle short picking via RF transaction.

While picking sometimes we found there are not enough stock in Bin due to which picking is incomplete.

I am looking for any of any one of below two scenarios

So is it possible to create PI document for Bins where we do not have enough stock ?
