Can shipping agents be allowed to changed on freight bookings

when planning a freight booking it can happen that the customer has a favorite shipping agent. Therefore shipping agent is maintained manually in the freight booking. After feedback from transport service provider it is impossible for him to overwrite the shipping agent.
