PA40 - Hiring employee with FM HR_MAINTAIN_MASTERDATA or HR_INFOTYPE_OPERATION

Hello,

I need to create an ABAP program who Hire an employee (acts like PA40) and I try to do it by FM (if it's possible, I won't use BDC).

I have read several posts (each time, they are old) that talk about HR_MAINTAIN_MASTERDATA & HR_INFOTYPE_OPERATION, but when I try to execute, it doesn't work.

• HR_MAINTAIN_MASTERDATA : I have dump CX_HRPA_MISSING_INFTY_DATA with text " No Data Exists for Infotype 0003 for Personnel Number"
• HR_INFOTYPE_OPERATION : I try this (https://answers.sap.com/questions/3587950/create-a-new-employee.html) but the first HR_INFOTYPE_OPERATION goes back to the fact that the personnel number does not exist.

Am I required to use BDCs? I had the impression that some succeeded in Hire from these FMs
