Restriction for cost estimate

Hi

I have a case where there is no BOM and a cost estimate is allowed to be saved. The pricing is updating as routing was maintained. The message CK 424 " No BOM found" is set up as I only.

I tried to change the same in OBA5 and OBMSG but no help. I need that cost estimate should be restricted if no BOM is maintained
