How to Lock an HR infotype while trying to delete.

I would like to know if there is a badi or user exit that i can use to lock a particular infotype record , when user trys to delete it.

in other words, if a user try to delete a info-type entry, it-should get locked instead of delete , and then a reviewer can review this activity and then give permission to delete.

Need urgent advises.
