CR 2013 SP12 installer stops working on Windows 10

I am running 51053445_Crystal_Reports_2013_SP12\DATA_UNITS\CrystalReports\setup.exe. The installer launches. I am able to enter my product code. I select my language 'English'. I choose a Typical install. I click next on the Start Installation section. The installer starts and immediately quits. I receive no error messages. There is nothing being installed in the program files either. What is happening? I had CR 2013 installed on my previous Windows 10 laptop, so I am not sure what is different.

In addition to running setup.exe as administrator, I would shorten the path to setup.exe, possibly by renaming the "51053445_Crystal_Reports_2013_SP12" folder to something like "CR". You might be hitting a Windows path length limit. Also, make sure you're running the install from files on your machine, not from a network folder.

Try right clicking on the setup.exe and choose run as administrator.

If that doesn't work then when extracting choose a location if you can, the temp folder it uses may have permission issues or a previous failed install may partially be there.
