Factoring your own customer base

Good day, I have a customer that wants to factor their own customers, i.e. they want to buy their own customer base so that they can sell to them again.

Please can you tell me which SAP application would be able to do this and how, it would be configured.

Your question interests me and I want to ensure I understand it properly.

I've seen a presentation where an external company sells the Master data, for example, vendors, for an industry.

Is what you look for something like that?

and the question then is how to get it into the SAP system/instance?

Or is it that you look for a company selling customer data in the industry space for your customer?

Then the question would be how to get it active in SAP.
