Get Characteristics with values assigned for Sales Order

Hello,

I am trying to get all the possible characteristics with values assigned to sales order.

I checked FM VC_I_GET_CONFIGURATION_IBASE and VC_I_GET_CONFIGURATION. However, these give all the characteristics with possible values.

Navigation from sales order to configuration shows only very few characteristics with values though all characteristics are assigned.

Can someone guide?
