How to rearrange/prioritise actions in Fiori Enterprise Search results?

The Fiori Enterprise Search is very cool and useful for end users - but if you look at the Material (based on MATERIAL_H) search results example attached, the actions displayed don't seem to be arranged in any particular order, and there is definitely value in seeing the most important actions without opening up the additional actions popup.

Hence my question - Is the order of actions within search configurable, and if so, where is this done?

Documentation around this whole area is a little lacklustre in terms of concrete customer examples. I also wouldn't be surprised if it is configured differently for the old style search like MATERIAL_H, compared with the new CDS search approach, but answers for either would be appreciated.
