Pricing pulling from PIR or Master Material

Hi. All of my stock got deleted and now seems I have no standard pricing in Master Material only a moving price and the price control is V. When I do a purchase req ME51N or a work order IH01 the price is pulling from the moving price. But if I use ME21N to create PO its pulls from PIR. I have always believed that all pricing should come from PIR or the standard price in Master Material.

When stock was all deleted would this affect anything to do with pricing in the system? For example having no stock removes all standard pricing to 0.0.1 and leaves the moving price as it is a average over a period of time.
