Capital Budget on Held PO

Hi All,

In the SAP PS system, suppose we budget a WBS code by 100, and a PR is raised by 100 Rs, my available amount will be nil.

Then if i convert that PR to PO but the PO is Held instead of Save, then my available will be again 100 Rs, and any one can raise new PR upto 100.

and once again if we want to save that held PO system will give error.

For a Big project which have lots of PR & PO this will be a big issue, is there any solution?
