Net Demand Ignores Stock On Hand IBP

I have a situation where the Net Demand ignores the Stock On Hand. We have maintained the Stock on hand as a stored key figure. This value is is directly integrated from ECC. As can be seen in the below image, for TW28, Net Demand is equal to Dependent Demand. The Stock on Hand is totally ignored. In TW29, the Net Demand takes the negative Projected Stock into account which is how we have set it up. In TW28, the current week, neither the negative projected stock nor the Stock on Hand is taken into account.

I have also attached the Key Figure settings for Stock on hand.
