How to Set/Change Validity Start date Generation leave Quota through PT60 PGM

Dear Experts,

In Current System leave Quota Validity starts date from Calendar year We want to Change the validity Start date of Quota generation through PT60 Program for AL & FL leaves. I want to generate the AL Annual leave and FL Leave from 01.06.20 to 31.12.20. Currently Program is generating Quota validity from 01.Jan.XXXX to 31.12.XXXX Also i have check the Below view: where quota validity start and end date defined but there is no option to select/change the date so that i can fix the date to generate the quota from the fixed date.Where exactly we want to change can i write the rule to fulfill our requirement or else same can be fulfilled through Validity intervals. Also Please suggest How to use TQTA Schema for generation leave quota for Country grouping 16.
