Look at the various employee records keeping applications like DPF (Digital Personnel Files) which is part of SAP Records Management (later renamed SAP Netweaver Folders Management) which makes use of SAP Archivelink. However, SAP stepped back from that approach a few years back and has 3rd parties to fill the gap including OpenText (most popular) and XFT GmbH (still around?). So look into those things for doing what you want. It is not as simple as just storing the attachements over on some content server along with in Cast Management with the form data....you actually will want a way to organize and manage that content so you have a complete "employee digital file".
