cannot register a new database server in the system landscape directory

we are installing SAP B1 10.0 PL02 and it gives error when install SLD (server tools)

"cannot register a new database server in the system landscape directory"

We have WIndows Server 2012 and SQL Server 2014 also install JRE8.51

after installation in service manger it is not show Hardware Key and License Server Version are blank (Grey)

Before I start installation, removed Old SAP B1 setup and removed SAP folders from program files (x86)

also clean temp folder and restart system

Below was the workaround from sap support for this issue, try it out.

1. Upgrade the SQL Server to 2017.
2. Go to the \\Upgrade_Package_MSSQL\Packages.x64\Server Tools, run the Setup.exe, and as a first step, upgrade the Server Tools independently.
3. Go to the \\Upgrade_Package_MSSQL, run the Setup.exe and upgrade other components.
4. In the Database Connection window of the setup wizard, choose the Register New Database Server button.
5. Select database server type as: MSSQL_2017, input the server name, user name and password.
   The server can be registered, and the components can be upgraded.
