Accessibility of PDFs from Crystal

hi -- I've browsed this forum quite a bit but not found anything particularly encouraging (or recent) on this topic. We're generating dozens reports (mostly tables of data, with some footnotes -- no graphs) and need the exported PDFs to be 508 compliant. Many of the fixes can be accomplished manually in Adobe (tagging the document, correcting reading order, setting language) but of course it would be much preferable to do the fix at the Crystal level.

Does Crystal have any way to associate a footnote with a particular column such that a screen reader could make the connection? Are their hierarchical levels of headings that can be used that would help determine reading order? My understanding is that, essentially, Crystal does not tag exported PDFs, so I'm not hopeful, but if you have any suggestions, tips on helpful 3rd party tools, etc, they would be much appreciated!
