App could not be opened on click on create button in Manage sales Inquiries Application

Hi All,

I am facing this issue for all manage sales applications like orders,contracts,quotations.we are on S/4 HANA 1909.

Console error msg :

Failed to resolve navigation target: #SalesInquiry-create. This is most likely caused by an incorrect SAP Fiori launchpad content configuration or by missing role assignment. - Could not resolve navigation target sap.ushell.renderers.fiori2.Shell.controller

All ICF and Odata services are activated relevant roles are added to user as mentioned in Fiori Library

No errors recorded in both gateway services
