SP2-0310: unable to open file "ORAPASSWD.SQL" SWPM

Hi Everyone, I am using SWPM 1.0 SP28 to install NW 7.5 JAVA on a Oracle 12.2 DB. The OS is Oracle Linux 7.8.

At 75% I get the following Message in SWPM.

An error occurred while processing option SAP NetWeaver 7.5 > Oracle > Installation > Application Server Java > Distributed System > Database Instance(Last error reported by the step: SQL statement or script failed. DETAILS: Error message: SP2-0310: unable to open file "ORAPASSWD.SQL" Disconnected from Oracle Database 12c Enterprise Edition Release 12.2.0.1.0 - 64bit Production . SOLUTION: For more information, see ora_sql_results.log and the Oracle documentation). You can now: Choose Retry to repeat the current step. Choose Log Files to get more information about the error. Stop the option and continue later. Log files are written to /tmp/sapinst_instdir/NW750/ORA/INSTALL/DISTRIBUTED/JAVA/DB.

At first I thought it could be permissions, SO i made sure the permissions are wide open.

I then went into the directory to look at the ORAPASSWD.SQL file, It does beging to execute the script, however here is the ending.

I highlighted in Bold where I see an issue. Anyone have some advice? I am at a lost right now. Trying Google and it has nothing.
