Crystal Reports and User Control Library

It seems that a project that is "windows Forms Control Library" cannot run without being in the platform of "AnyCPU" and crystal viewer will not run a report unless in a platform of "X86." Is this true or am I missing a property value somewhere? In other words is there a way to create a windows forms control library project in vb.net 2019, add a crystalviewer and assign a report to it?
