Immediated TO creation not working for some users

Our system is configured to create immediate TOs for Goods receipt 101 movement type.All the configuration is straight forward. No enhancements.No mail controls configured. And the client is not interested to change any configuration now.

Immediate TO creation not working for some of the users.What and where can I check for any possible trouble shooting.
