Where are you trying to download it from? If you go to the wiki at https://wiki.scn.sap.com/wiki/display/BOBJ/Crystal+Reports%2C+Developer+for+Visual+Studio+Downloads and click on the "Download Crystal Reports developer, for Microsoft Visual Studio" link, you'll need to enter some information and then you should be able to download the latest .exe that provides integration into VS. If that doesn't work, just below that there is a link to an "origins.softwaredownloads.sap.com" that will allow you download the current and earlier versions of the SDK integration (.exe file) and the runtimes that you would use only when deploying your application.
