Enterprise Portal Mail not triggering when User Id created automatically

Hello,

When we are creating user id or modification(like lock, unlock, password reset user id) in sap portal 7.5, users getting mail notifications through the SMTP server. But user id creation automatically using java program(web services), id created in SAP portal but user not getting mail notification. Please help me to resolve this issue.
