SAP S/4HANA Cloud - user licensing and business partner roles

Dear community members,

I am trying to understand how S4HC users are licensed and whether the business partner role assigned (employee, service performer, freelancer, supplier) which we need to provide by the creation of the users plays any role by the licensing?

Another question connected to the above: we need now to create sales representatives in S4HC which are associated to customers as partner function. Normally they are defined as suppliers (function = ES - external sales reps). As we need several sales reps linked to the same customer and since S4HC allows only 1 ES partner per customer, we are looking for additional partner functions to use in this case, for example "employee". If we use this business function, can we create an employee without being a user (needed a license)? Sales reps are not supposed to connect to our S4HC.
