Connecting issue SAP ASE sybase DB using JPA persistence.xml in eclipse

Dear Team,

Greetings of the day.

I am trying to connect SAP ASE sybase DB but i am getting bellow error.

full jdbc.url: jdbc:sybase:Tds:xxxxxx?SQLINITSTRING=set ansi_permissions on set ansinull on set arithabort arith_overflow off set string_rtruncation on set close on endtran on&SELECT_OPENS_CURSOR=true&HOMOGENEOUS_BATCH=false&EARLY_BATCH_READ_THRESHOLD=50&IS_CLOSED_TEST=INTERNAL&ENABLE_SSL=true&SSL_TRUST_ALL_CERTS=true

Note: When i am running on localhost URL it is working fine in locally. But while changing cloud jdbc url and deployed in to HCP after that while trying to run on from server it is giving below error.

Error: java.sql.SQLException: JZ006: Caught IOException: java.net.ConnectException: Connection refused (Connection refused) (local port 34834 to address 0.0.0.0, remote port 30015 to address 127.0.0.1 (localhost))

Please let me know anyone faced this issue.
