Negative stock in 914 after TR/TO for 262 movement

Our users tried to fix negative stocks in 914 with a MB1A /262 movement type. 262 has immediate TR &TO creation and confirmation .But those TRs are open and when I process them they increase the stock in the bin but post a negative quant in 914. Any idea what is going on?

Why did they post 262 in the first place? 262 is reversal of production components usage. Have the components been consumed or not?

The first negative quant has been zeroed by 262 movement (reversal of 261).

Consider the following steps:

1. You post 261 issue with a material document. That creates a TR and negative quant in 914.
2. You cancel 261 issue with 262 material document. That creates a positive quant in 914, which clears the first negative quant.
3. If you post 262 with MB1A or MIGO i.e. as reverse goods issue, a new TR will be created. So you'll end up with two TR: one from 261 issue, one from 262 reversal. Then you should just mark them as fully processed; you shouldn't create transfer orders for them.
4. If you post 262 with MBST or MIGO (cancel material document), the first TR will be just deleted.

Now my question is this.

When the user posted a MB1A/262 for reversal, the negative quant in 914 disappeared but the TR is open. The TR may be open because there is no Bin assigned to the material that time.When I process the TR

it increases the stock in the Bin and posts a negative quant in the Interim storage Bin.

Is it a standard behavior? What happened to the first negative quant in 914 ?

As the components' consumption is posted ok, you should not cancel it with 262 movement types. As you say your situation on MM level is ok, the problem is only on WM level. Therefore you need to resolve the situation on WM level only. You need to move stock between storage bins with transfer orders to clear out negative quants in 914 storage type. The stock should be moved from the bins from which it was physically picked up for production. None but your warehouse people can tell you which bins these are.

The users are not knowledgeable. The products were consumed.Since bin numbers were messed up during a master data consolidation effort a negative quant generated during GI to PM Order.
