IW42 transaction, TECO is performed before the Goods Issue

Hey Experts,

We seem to have an order of operations issue (for lack of a better explanation) in IW42. We have had to forbid the issue of material after an order is TECO'd, and have set the customizing up to support that. However since then, our PM folks, when using IW42 get a "System status TECO is active error" now when trying to issue all materials used and TECO all in the same transaction screen.

What options do we have to make the GI's happen first before the TECO is done all in the same IW42 transaction.
