Tax group indicators TXGRP

Where to find Tax group Indicators assignment / configs ..?? As in case of STO ,our business requirement is that for some items they don's show Taxes, which is generating inconsistency while fetching Tax Group Indicators TXGRP. If tax condition is "0" then TXGRP is not behaving properly. Can you have solution for the same
