SAP PM change document create for FL hierarchy updates

Hi

whenever we update the FL address (for superior FL), the updates will apply to subordinate FL. But system is not creating change documents for subordinate FL. Is this standard SAP? Do we have to do any configuration settings?

I have a requirement to update the changes (interface) to 3rd part system based on change documents created in SAP. Can anyone suggest solution for this. Appreciate your help.
