We are having trouble with the correct UserID and password. Our system is to use Spillman CAD ODBC however our spillman Admin accounts do not work.

We see that you have provided a lot of communication information on how to contact you, well at least 70% of the question details that you pasted are about how to communicate to you. Unfortunately here we only use this question & answer process to communicate each other for such scenario.
I was wondering whether you were able to contact your Admin guys who provided you User name & passwords and inform them about your current scenario. Generally that is what we do in our organisations, if some credential is not working & we have paid that vendor or guy for that task, then we ask them. Also this here is not any ticketing tool, this is sort of discussion forum, so maybe you would want to go log a ticket with your correspondence Admin guy or vendor
Also, maybe before doing the above, you might try pinging the target system from your local server as that part is not available in the question that you provided.
