Integration Framework cannot change to development system

Hi, I am working on SAP B1 9.3 PL11 and learning about Integration Framework. I am unable to change from Production system to Development system. I have made the change under the Maintenance tab and restarted the integration service as well. However when I log into Integration Framework again, the line at the top of the window is still blue instead of gold.
